In 2023, labor shortages in the European labor market are still far from being reduced. A brief overview of Belgium and more particularly of Wallonia. Last July, the forum (Walloon Office for Vocational Training and Employment) has published the list of 158 jobs in shortage and critical functions of this year.

What is a job or a critical function?
According to the Forem, there is 4 types of trades, ranked according to their current recruitment difficulty:
- The professions of the future : New trades and trades of the future with strong growth potential.
- Promising professions : trades that favor the chances of finding a job.
- Critical functions : professions whose job offers are less easily and less quickly filled.
- Jobs in short supply : jobs for which the number of candidates is very insufficient compared to the number of adverts published.
The institution specifies that a profession can be promising, promising and/or critical at the same time.
The list of critical functions and jobs in short supply in 2023
In July 2023, the Forem identified 158 critical functions, of which 92 professions are considered to be "in short supply". This represents 17 jobs more than last year, for which employers are having difficulty.
This year again, la Construction remains the most affected area. In addition, the wholesale and finishing trades will be particularly sought after. Tile setters, installers, masons, electricians, ceiling fitters, machine operators, roofers… More than forty other professions are particularly sought after by Belgian recruiting companies.
In second place, the sector of Industry. With nearly thirty functions in tension, we find Technicians, Welders, Mechanics, Operators and many others.
In third position, Horeca and Tourism represent about fifteen different jobs. Included are the professions of Animators, Chefs de partie, Cooks, Clerks, Waiters, Valets, etc.
The other sectors concerned are those ofFood (Butchers, Bakers, Slaughterhouses, etc.), Trade (Buyers, Opticians, Sales manager, Technical sales representatives…). Then come the Automobile mechanic, Health and Social Action, Services to people and businesses. This is followed by the fields of Transport and Logistics, thedata processing, theAgriculture. Finally, to a lesser extent, finances, Training, and thePublic administration.

Actions implemented for companies and candidates
Belgium has implemented a number incentives in order to facilitate the recruitments.
The companies receive aid as soon as they hire a job seeker or a worker. Other aid is granted in the event of the recruitment of a young person under 25 or a senior over 55, for example. If it is a long-term job seeker or a person with a disability, the employer receives new aid. Finally, if the company is part of certain sectors (Horeca, Art, non-profit sector…), it receives other bonuses.
On the candidate side, exemptions from obligations can be awarded to job seekers following full-time studies, for example. A financial bonus of 350€ is also paid to job seekers who have completed training in a critical position. In the Construction sector, up to €2000 gross is paid to job seekers who have successfully completed a training course. Finally a allowance “jobs in short supply” was set up by theNational Employment Office (Onem) for people wishing to embark on these careers.
Finally, the Forem offers 3️60 trainings of which 231 are related to these functions under recruitment pressure.
